I've asked some of them in the past. They'll look you straight in the eye and tell you "they don't care".
Now, whether this is an indication of higher levels of psychopathy in the population that we have previously assumed, or that it has become ok to simply ignore other people's concerns, I don't know.
Perhaps being handed a convenient set of talking points and excuses allows the avoidant-dismissive personalities to glance away.
But to answer the question: "what are they thinking?" I suspect in many cases: they're not thinking.
