The reason violence has unparalleled effectiveness in getting people's attention, is partly because of the unexpected nature and the premeditation on the part of the perpetrators. The worst year for terrorism has never even come close to challenging tolls due to diseases of despair or gluttony, but it gets the clicks.
We clearly accept the normal course of events and I could argue that there's a good reason why we should accept the normal course of events - because the system is robust enough to cater for them.

There should always be succession management; children should have provisions made by the state and their parents. Plans should rely upon the team, and the process, not the figurehead.
The failures occur when an attachment is created to a special individual, such as a demagogue like Donald J Trump, a clown like Boris Johnson or a thug like Vladimir Putin.
